l  On February 26, 2016, SinoPac Securities (永豐金證券) invited me to deliver the only keynote speech on the prospect of cross-strait relation and Taiwan political/Economic development to potential Malaysian investors on May 4 in Kuala Lumpur.

l  My concern was if I could speak independent of any “party line” without any political constraint. They said yes. I then accepted the invitation.

l  My topic was: ”The May 20 speech: Taiwan’s Economic and Political prospect after Tsai Ing-Wen’s Presidential Inauguration”.

l  My opening remarks and the power point presentation are attached.

I gave a talk “AIIB and the New Silk roads: Xi Jinping’s Strategic Aspirations” at Yagielloian University, the oldest university in Poland, in Krakow which is the old capital of Poland. The thrust of my talk was： Under the New Silk Road proposal, Xi Jinping aspires to break through the U.S.-backed containment of China with the unsaid final objective of counter-contain the U.S.
 
在波蘭古都卡拉克夫全國最老的雅傑龍大學，我對剛發生的大事發表看法“亞投行和一帶一路：習近平戰略的構想”。主要觀點是：在一帶一路表面經濟的構想之下，習進平有地緣戰略的目的，就是從海、路兩線向西突破美國的圍堵，達到反圍堵的最後目的。我們並拜會該校校長。

China Forum – Taiwan-Japan
fishing agreement: Implications for regional security?


      It is my pleasure to invite you to the upcoming China Forum to be held at the Lowy Institute for International Policy on Thursday, 16 May 2013. The China Forum is a joint initiative between the Australian Centre on China in the World (CIW) at Australian National University and the East Asia Program at the Lowy Institute for International Policy.

 

       The May China Forum will feature a discussion with Dr Chong-Pin Lin of Taiwan’s National Defense University about the implications for regional security following the recent landmark agreement betweenTaiwan and Japan. The agreement defined their respective fishing rights in the East China Sea, including around the disputed Senkaku/Diaoyutai islands. These islands are administered by Japan, but the governments in Tokyo, Beijing and Taipei all regard the islands as their sovereign territory. The islands are at the centre of heightened tensions between Beijing and Tokyo.

Dr Chong-Pin Lin is currently Adjunct Professor at the Graduate Institute of Strategic Studies at Taiwan’s National Defense University. He served for eight years in the government of the Republic of China, including Deputy Defense Minister and the First Vice Chairman of the ministerial-level Mainland Affairs Council. He has authored numerous books, most recently Global Shift: Exploring the Roots of Rising Disasters (2012). Dr Lin obtained a doctorate in government from Georgetown University in the United States and has held teaching and research positions in Taiwan and the United States.

A China Studies Centre Ø  Distinguished Speaker Lecture

    In recent years, East Asian maritime disputes have become more frequent and intense with the backdrop of shifting regional power balance from US primacy to China rising. Two countervailing forces have been at work. On one hand, national leaders have found that external toughness yields internal returns, which has compelled the maritime tension to rise. Such factors include China’s post-2008 assertiveness, US expanding East Asian presence, and the growing territorial defiance of China’s neighbours.
